How to complete the NDC Scorecard
Step 1: Review your country’s NDC. Note how it makes reference to buildings and the national building policy framework.
Step 2: Edit your scorecard. When you click Edit via the above link, you will proceed to the policy categories. The first category is the country-level “Enabling Environment”, followed by specific policies across seven categories.
Step 3: Select a response for each policy measure or category. Starting with the “Enabling Environment” category, proceed down the page, completing each row in order. Under the “Included” column, choose one of the following options:
a. Yes – The policy commitment is clearly included.
b. In progress – The issue is mentioned or intent is signalled, but ambition is not clearly stated.
c. No – The issue is not mentioned.
The NDC Scorecard includes three columns – NDC, National Building Policy, and National Building Regulation – you may choose to focus only on the NDC column if it’s the most relevant or if time is limited.
Step 4: Share your recommendations. Under “Actions Required”, flag any gaps, suggest advocacy opportunities, or note next steps for each policy measure. You can also use this box to note policy names and reference numbers. This will be useful when sharing results with decision makers or developing your Next Steps Report.
Step 5: Navigate through the Scorecard. Use the “Next Category” button at the bottom of the page to move to the next category. You can complete the NDC Scorecard in stages and return later. Ensure you always “Save Progress” before logging out.
Step 6: Review the Summary. Visit the “Summary Overview” to see a live summary of your responses. This provides a snapshot of how well the current NDC and policies address sustainable buildings.
Step 7: Plan your next steps. At the “Summary Overview” page, select “Find your next steps” for guidance on prioritising policies for advocacy and implementation.
Responses can be updated at any time. A new NDC Scorecard revision can be created whenever a new NDC is submitted or policies are updated. Previous years’ entries are saved for comparison and reference.
