The Scorecard is intended to be used by Green Building Councils and other relevant stakeholders who want to assess how buildings policy measures are reflected in their NDCs. It is recommended that the Scorecard is used in workshops, where participants are built environment professionals including policy makers, designers, developers, funders etc. The Scorecard should be introduced alongside examples of global best practice to inspire a raising of ambition.
